By Polavaram, Andhra Pradesh, April 22 – In a significant development for the state’s flagship irrigation project, Andhra Pradesh Water Resource Minister Nimmala Rama Naidu announced that the construction of the Earth-Cum-Rock-Fill (ECRF) dam under the Polavaram Irrigation Project has officially commenced. The work is progressing parallel to the newly initiated diaphragm wall construction.
The Minister visited the Polavaram project site on Monday and reviewed the pace of ongoing works, expressing optimism about the project’s progress and reiterating the government’s commitment to completing it on time.
A Major Step Toward Project Completion
Speaking to the media during his visit, Minister Nimmala Rama Naidu described the initiation of the ECRF dam work as a crucial milestone. “The construction of the ECRF dam has finally begun, which is a major step toward the eventual completion of the Polavaram project,” he said.
He emphasized that the ECRF dam, once completed, will help in impounding water and regulating the flow toward canals, greatly benefiting agriculture and drinking water supply in the region.
Diaphragm Wall Restoration a Parallel Priority
The Minister also detailed the commencement of works related to the new diaphragm wall. The earlier diaphragm wall, constructed in previous phases of the project, was damaged due to the floods and design-related issues. The rebuilding of this critical structure has been taken up with improved technical standards and revised engineering measures.
“A robust diaphragm wall is essential to ensure the strength and durability of the ECRF dam. We are ensuring that both works are executed simultaneously with no compromise on quality,” Rama Naidu noted.
Coordination Between Agencies and Contractors
Highlighting the complexity of the project, the Minister explained that both national and international engineering consultants are involved in monitoring and guiding the work. “There is a high degree of coordination between the Water Resources Department, the Polavaram Project Authority, and the executing agencies. Weekly reviews are being held to resolve any bottlenecks,” he added.
The Minister praised the efforts of engineers and laborers working under challenging conditions to meet deadlines.
Benefits for Farmers and Drought-Prone Areas
Once completed, the Polavaram project is expected to provide irrigation facilities to nearly 7 lakh hectares of agricultural land and drinking water to over 500 villages across East and West Godavari, Krishna, and Visakhapatnam districts.
Rama Naidu underlined the socio-economic impact of the project. “Polavaram will be a lifeline for farmers. It will transform the rural economy by ensuring year-round irrigation and reducing dependence on monsoons,” he stated.

When asked about the timeline, the Minister said that the government aims to complete major components of the project by mid-2026, including the ECRF dam and diaphragm wall.
“Timelines are being revised based on ground conditions. We are balancing speed with structural integrity. The government is determined to accelerate work without compromising safety,” he added.

In addition to construction, the government is also focusing on resettlement and rehabilitation (R&R) of displaced families. The Minister assured that affected communities will receive fair compensation and facilities like housing, education, and health services.
“We cannot overlook the human side of such a large project. R&R is being handled in a phased and sensitive manner. We are engaging with local communities to address their concerns,” he assured.
