NEET UG 2027: Will the Examination Continue in Pen-and-Paper Mode? Latest NTA Reform Updates

The National Eligibility-cum-Entrance Test Undergraduate (NEET UG) 2027 examination is attracting significant attention as discussions continue over a possible change in its examination format. Students preparing for medical entrance examinations are waiting to know whether NEET UG 2027 will follow the traditional pen-and-paper format or move to Computer-Based Testing (CBT).

The latest development is that the Central Government has extended the tenure of the high-powered examination reform task force led by Infosys co-founder Nandan Nilekani until January 27, 2027. The committee is reviewing suggestions from students, parents, teachers, state governments and other stakeholders to strengthen India’s examination system and prevent question paper leaks.

According to reports published on November 3, 2026, NEET UG 2027 may continue in the traditional offline format, while a complete transition to computer-based testing could take longer. However, the government has not yet officially confirmed the final examination mode.

Why Is NEET UG 2027 Examination Mode Under Discussion?

NEET UG is one of India’s largest competitive entrance examinations. Every year, millions of students appear for the examination to secure admission to undergraduate medical courses, including MBBS and other medical programmes.

The examination has traditionally been conducted using an offline pen-and-paper format, where candidates answer questions on an OMR sheet.

However, concerns regarding examination security, question paper leaks and the management of large-scale examinations have increased discussions about introducing a computer-based examination system.

Following the 2026 NEET examination controversy, authorities began examining different methods to improve transparency, security and reliability.

The proposed transition to CBT is intended to reduce risks associated with the handling and transportation of physical question papers and improve the overall examination process.

Nandan Nilekani-Led Panel Gets Extension Until January 2027

One of the biggest developments concerning NEET UG 2027 is the extension granted to the high-powered examination reform task force.

The six-member committee, chaired by Nandan Nilekani, was established to recommend measures for strengthening India’s national examination system.

The committee has consulted several stakeholders and received more than 54,000 suggestions and feedback from students, parents, teachers and other interested groups.

The extension until January 27, 2027, will allow the panel to complete additional consultations, particularly with state governments, and develop recommendations addressing different regional requirements.

The panel is also examining recommendations from the earlier committee headed by former ISRO chairman K. Radhakrishnan, which was established following the 2024 NEET examination controversy.

The objective is to develop a stronger examination framework that can handle large numbers of candidates while maintaining fairness and transparency.

Will NEET UG 2027 Be Conducted Online or Offline?

This is currently the biggest question among NEET aspirants.

Earlier in 2026, announcements indicated that NEET UG could move towards computer-based testing from 2027.

However, the transition has encountered several challenges, including the availability of examination centres, internet infrastructure, technical facilities and the management of multiple examination sessions.

According to recent reports, a complete transition to CBT for the 2027 examination is considered unlikely because the required infrastructure and examination arrangements may take additional time.

Therefore, the traditional pen-and-paper format may continue for NEET UG 2027.

However, candidates must understand that the final examination mode has not yet been officially confirmed by the government or NTA.

Students should wait for the official examination notification rather than treating media reports about a possible format as confirmed rules.

Why Is Shifting NEET to Computer-Based Testing Difficult?

Moving an examination involving millions of candidates to an online format requires extensive planning and infrastructure.

Several important challenges are being discussed.

1. Availability of Computer-Based Examination Centres

NEET requires a large number of examination centres across India. Conducting the examination online would require sufficient computers, secure examination software, reliable electricity and technical support.

The availability of such facilities may vary between urban and rural locations.

2. Large Number of Candidates

More than 22 lakh candidates registered for NEET UG 2026. Accommodating such a large number of students through computer-based examinations would require multiple sessions unless sufficient testing infrastructure is established.

3. Internet and Technical Infrastructure

Examination centres must have reliable technical systems to prevent interruptions during examinations.

Technical failures, power cuts and connectivity problems could create difficulties for candidates if appropriate backup arrangements are not available.

4. Score Normalisation

If NEET is conducted in multiple sessions, different candidates may receive different question papers.

A reliable normalisation process would therefore be necessary to ensure fairness between students appearing in different sessions.

This is particularly important because even a small difference in marks can affect medical college admission opportunities.

Parliamentary Committee Suggests Phased CBT Implementation

Another important development is the recommendation made by the Parliamentary Standing Committee on Education.

In its October 2026 report, the committee suggested introducing computer-based testing through a phased approach rather than implementing a complete transition immediately.

Some of its major recommendations include:

  • Establishing at least 1,000 secure, government-owned computer-based testing centres.
  • Providing at least one examination centre in every district.
  • Conducting mock examinations to familiarise students with online testing.
  • Introducing an independently audited score normalisation system.
  • Publishing the normalisation methodology before implementing multiple examination sessions.

The committee also suggested a hybrid examination arrangement for areas where adequate computer and internet infrastructure is unavailable.

Under this proposal, encrypted question papers could be transmitted electronically and printed locally at authorised examination centres under strict security arrangements.

These recommendations are intended to make the examination system more accessible while improving security and transparency.

Concerns Raised by Southern States

The proposed shift to computer-based NEET examinations has also received attention from several state governments.

Tamil Nadu, Kerala and Karnataka have raised concerns regarding the availability of digital infrastructure and the potential difficulties faced by students from rural and economically disadvantaged backgrounds.

One major concern is that not all students have equal access to computers and digital learning facilities.

Students studying in government schools and regional-language institutions may require additional support before moving to a computer-based examination system.

State representatives have also highlighted the importance of consulting state governments before introducing major changes to national-level entrance examinations.

These concerns are among the reasons why the examination reform task force has been given additional time to consult stakeholders.

What Should NEET 2027 Aspirants Do Now?

Students preparing for NEET UG 2027 should avoid unnecessary confusion regarding the possible examination format.

Until an official notification is released, aspirants should continue their preparation according to the existing NEET syllabus and examination requirements.

Here are some important suggestions:

  1. Complete the NCERT Physics, Chemistry and Biology syllabus systematically.
  2. Practise previous-year NEET question papers regularly.
  3. Take full-length mock tests to improve speed and accuracy.
  4. Practise OMR-based examinations while the final examination mode remains undecided.
  5. Become familiar with basic computer-based testing through practice tests.
  6. Follow official NTA notifications for examination-related updates.

Preparing for both offline and online testing environments can help students remain comfortable regardless of the final examination format.

When Will the Final NEET UG 2027 Decision Be Announced?

The Nandan Nilekani-led task force is expected to continue its consultations until January 27, 2027.

After receiving the recommendations, the concerned government departments and examination authorities will need to consider the implementation requirements.

The National Testing Agency, Ministry of Education, Ministry of Health and Family Welfare and National Medical Commission are among the authorities involved in matters concerning NEET examination arrangements.

Candidates should regularly monitor official notifications for updates about registration, examination mode, syllabus, application deadlines and other important instructions.

Conclusion

The NEET UG 2027 examination format remains an important topic of discussion among students, parents and educational authorities.

The extension of the Nandan Nilekani-led task force until January 27, 2027, indicates that discussions about examination reforms are continuing. While the proposed shift to computer-based testing aims to improve examination security and transparency, infrastructure limitations, multiple-session management and score normalisation remain important challenges.

The latest reports suggest that NEET UG 2027 may continue in the traditional pen-and-paper format, with a complete transition to computer-based testing potentially taking longer.
